Budget

You know I think the budget could use some changes, division of labor.  This would make it easier and avoid the fiscal cliff, the sequestering, and any other adjective the legislator wants.  I suggest the senate do the collection budget.  And the congress could focus on the spending budget.  That way we would always know, hopefully, where the money came from and where its going.

I know the congress will always over spend, and I know they will always be wasteful.  But some things would be easier...... we could control spending easier.   The state can be allocated income consistent with its population, budget divided by population.  This way people like Sarah Palin would not be able to get a bigger share of the budget , I mean they only have a couple of thousand population.  

This would make it easier for the senate to raise the taxes, control the revenue.  This budget would also be weighted based on population.  So they dont try and squeeze water out of a turnip.

Now  there should be a strategic budget  and a tactical budget .   For example, the war budget is part of the strategic budget.  So we need to have a couple of hundred billion in the kitty for every war they plan to have.   They need operational monies for the DOD.  So our next budget would include money for the wars we are fighting and those we are going to participate in.  I guess the top of the list would include Iran .... everybody knows that sooner or later, we will have to fight them.   Now we can plan on our allies helping with what they have.  I mean the Iran war, will require so many drones, so many soldiers, so many rockets, jets.  So many C rations.   I dont see how we could use more than two air craft carriers in that type of a battle zone, they would run into each other.

If we plan to fight Syria .... that objective would require a smaller budget, but the Korean war would require a bigger budget.  I mean they have a huge army.  Then we have the war on crime.

We need a disaster budget .... hurricanes, snow storms, floods, epidemics, forest fires.
The congress needs a shopping list, roads, bridges,
