Isela Castanon-Williams

ICW denies culpability of any kind, or any involvement in the fraud.  She doesnt deny getting a $50,000 dollar bonus or the hiring of garcia, PhD, xsuperintendent and now number 1289754, cell 69.  She and her accomplices refuse to resign and say that we the city have no authority over the board.  Isela claims that the city has no authority to replace the board .... they are untouchable.  This is a taxing entity.  Unfortunately, they raise the taxes every year, they dont provide an education, so they raise money under false pretenses.  This is fraud.  They also give themselves bonuses for raising the standards by cooking the books, this is fraud and theft.  They also hire a dishonest superintendent and dont supervise him, so he steals from the city, while they look the other way.  This is not negligence, this is dereliction.  They refuse to do the job.

ICW is morally bankrupt and the reason she is under the microscope now.  Beyond this she lacks the scholarship to see the problem.  In short she lacks hindsight, insight and foresight.

Back in 1993, Mark Negrini, assistant professor, at St Marys, was a mathematical bounty hunter.  He was able to catch tax cheats, check forgers,  and embezzlers.  He did this by using Benford's Law.  This law formulated by Frank Benford, computes the frequency of numbers 1 through 9 and how they appear in any set of random numbers.  If the numbers do not appear randomly, then some human has been cooking the books. Stealing, committing fraud if you will.

The formula has been used by the district attorney in NY, federal and state tax officials and some foreign governments.  He did Clinton's tax returns, 13 years of them and he discovered that he pays his taxes.  Maybe we can commission him to do Mitt Romneys?     

So we can use this tool to check on the grades, find the person that signed the forms and bingo.   Yes the FBI should use it.  ICW should use it.  In fact is should be required education for Board Members.
