Well Im no engineer but I would make some changes in New York while the changing is good. I would move everyone in Manhattan to Central Park. Then I would make Manhattan the park. This would also be a good time to move our financial center and split it up. Just in case, you remember one grenade will get you all.
We did have some flooding in El Paso and the area south of the freeway Lincoln, got flooded, in minutes. The city then declared the area a disaster, bought everyone out and changed the zoning. That was a smart move.
Same-oh, Same-oh, Manhatten, cuz Im sure nobody is thinking this will not happen again. So they wouldnt have to evacuate, the subway wouldnt be underwater and destroyed. Horses and buggies could go places, the bike rides. Oh yes and you wouldnt have to ask for money and supplies to rebuilt a bad idea. You could fish, tie up the boats, golf.
And New Jersey, I would deny people building permits to built in the flood zone. Those that do would have to sign a document freeing the city, state, and country of liability. Again it makes no sense to keep paying for the same piece of real estate.
The other thing is the design, had those homes not been square, they might have survived the winds, so geodesic domes, and elongated homes with a keel facing the ocean, would take the winds better. The windows would have to be better because a broken window will change the pressures causes by the winds. In geodesic domes, they are self supporting structures and because they are round do not create a vacuum behind the building.
Even the large sky scrapers could be modified to have a pointed front and a pointed rear, this would put less stress on the buildings. Also the power lines should be insulated with that new material that resembles shark skin. This would make it less vulnerable to the winds.
The subway tunnels should incorporate a shape like that under most sinks, add a one- way-valve, or a buoyant valve, like the one in the toilet and the water would stop. Excess water would have to go somewhere else but the transportation system would work and rebuilding would not be necessary after a storm when other things could use the attention and money.
As anyone can see sandbags are not worth filling for this kind of storm. The antennas for the phones should be periscopic, so they can be collapsed.
Anyway this is what I would try to do If I was major, anything less, and you might as well not have a mayor.
